No!

"Track" is the josm name for "The thing that is not implemented yet in OSM
and will be either named 'track', 'line' or 'street'".


The server does not support tracks (streets, lines, whatever) yet. JOSM
does. This means, that tracks are saved to disk but not uploaded to OSM
server. JOSM displays a warning about this when trying to upload things
with tracks in it.

So you have to be patient and wait for the server stuff to get
implemented, then JOSM will enable the track uploading.


However, all your tracks are saved when you save to disk (e.g. using .osm
as extension for the osm-intern xml format).
