The bandwith overhead is not that simple to evaluate.
Landsat picture will stay longueur in browser and proxy caches. Road
picture will be real small (few color, large uniform color surfaces)
And it allow to easily balance the load by putting landsat and roads on
different servers.
Another idea : by using separate pictures, it could be easier to code a
system to re-use landsat images from one zoom level to another. (It was
suggested somewhere on the wiki)
