osmeditor2 does not do this, though it may be added.

The old osmeditor, still available in subversion, did do this. However the
method was hacky in the extreme due to the internal architecture of the old
osmeditor being designed pre the OSM 0.2 API, and with Freemap's standalone
database in mind.

It will work, however it's a slow process: what happens is as follows

- all nodes are uploaded at once (may hang if there are too many)
- node IDs are received back from the server
- nodes are allocated node IDs locally on osmeditor
- node IDs of segments are calculated
- segments are formed
- each segment is uploaded individually
