It's back. Currently only the 'nodes' queries and the node part of the
'map' API request (therefore) are sped up. Segments and ways remain,
along with some other issues. I'm taking it one at a time in case
there's a massive bug. So please report anything weird about nodes.

node api requests should now return more timestamp information.

Yes, a planet.osm. 20 meg compressed. This took most of the time today
and includes everything east of -30 Longitude (mid atlantic-ish). Still
can't handle TIGER yet, too big. This was done with code that NickW
wrote.
