Non-Mercator maps seem to be usable at 50N, though not (according to previous 
messages on the list) at Scandinavian latitudes.

But apart from that issue I think it makes sense to use openlayers.

Not IMO - shall I work on converting the php-based Freemap (as in 
free-map.org.uk) renderer to Ruby? The SQL in that assumes a database with no 
versioning information.
