My reason was the way I wanted to structure the editor.  First you
choose a way to add segments to.  If it does not exist you create it
and get an id.  Then you select the segments you want to add to the
way.  And the code becomes cleaner if I can create an empty way.


But I think it is strange that nobody else seems to have problems
creating ways.  Is nobody creating ways this week?
