The size changes weren't intentional, however I did mess around with scaling
at some point so maybe I fumbled it.
The main differences are to add greater capability to handle more advanced
mapping features, mainly by allowing more svg to be expressed in the rules
file. The other major differences are performance (noticable on large
files) and generation of better and more compact svg output.
If you can't see a lot of difference that means I didn't break too much ;-)
It also seems to have broken firefoxes ability to scroll the resultant

ps, you may also want to add support for highway:minor.
I will when I know what it means. How is it different from
highway=unclassified?
