[OSM-talk] i18n and l10n

Hi.

I just look at the yesterday meeting log, and I'm happy that the "how to 
spread outside of UK" subject have been out. (I will put apart the 
all-europe-but-France understand English statement, and Zidane stuff)


If we want OSM to be used outside English-speaking countries, the first 
thing to do is to resolve bugs about encoding.

I'm mapping France towns, and I can't tag anything because of éïçÎ things.
Spanish users have ñ concerns, German people the ß problem, etc.

I draw a lot of segments for Paris, and sadly saw that some (unknow) 
people have tried to tag my segments but failed because of accented 
characters issues. Those people have seen that their effort is useless 
and they probably stopped here.
That's too bad.

 From my non-ASCII-covered-native-language point of view, track tickets 
#28 and #29 are very important. Those should be resolved prior to any 
"wanted features" things if we want OSM to spread across the planet.

As a Java coder, I can try to help for applet and JOSM things, but it 
seems to be firstly a server issue. (Once again the lack of server-side 
coders, I know...)
