Then you'd have three ways, a big CA2 way and two sub-ways within it. I guess 
this might have its advantages if you want to define the whole of CA2 as an 
entity, though if there are any cases where it is desirable/necessary to do 
this, I think one would need to develop a data structure of a higher level 
than a way.
