yep, you can interpret any key and value any way you like. There are no
strict definitions.
The abutters tag is there to allow rendering of the map areas more richly so
that the type of area on the urban map is distinguishable. So residential,
commercial, retail, industrial etc.. However this is independent of the road
type running through the neighbourhood which could be any type of highway
designation from motorway right through to footway or course.
