Matthew,
I was getting confused with your original question. Logically if it's not a
motorway link road then I would suggest that you use primary_link or
trunk_link so that you can render it in the same colour (but perhaps a
different style) as the adjoining major route. I would not use motorway_link
as currently in Osmarender that would get coloured blue.
