Well its kind of a double windmill, i really would like to have as many people 
commit their traces to osm as possible. And I think some people really don't 
want to show osm what time and how fast they have been at a certain place. 
The reasons might be various and understandable. But in terms of proof of 
being a real track and not a track made out of a route originally made with 
teleatlas data, it would really be of great help to have real timestamps(best 
including microseconds). So currently i would (sadly) vote for requiering 
valid timestamps in the gpx traces.

PS.: And one more benefit of having complete (including speed and timestamp) 
tracks would be: You can automagically assist tagging of streets.
