Anonymous edit already existing in OSM since you can use a pseudonym and 
a fake email address.
So we can consider that giving an anonymous access without the need to 
register is a just a shortcut for "create a temporary mail address, 
create an OSM account, login".

If someone spend time to add this to OSM, we could state that using 
anonymous edit is considered as creating an account for the duration of 
the user session, and require that the user check a box to say he read 
and understand the privacy policy. (as for normal account creation)


In the backend, I think that an account should really be created for 
each anonymous edit session. (To be able to do massive deletion in case 
of spam or copyright problem)
