PDF atlas is probably at the stage now where people can help-out on it if they 
want

The current TODO list is something like:

- design a proper title page and credits page
- the contents page, with a UK outline showing major cities, and rectangles to 
show what maps are on each page
- design a format for configuration files (saying what to put on each page, 
what colours to use..)
- reading and drawing coastline (GSHHS?) files
- handling labels (town names)
- map projections (prerequisite for scalebars and grid lines)
- implement an index (list of towns, and search for the smallest map that the 
town appears in)
- add little pictures for pubs, churches, and telephone boxes
- page layout (like putting in the page numbers, grids)
- plus any ideas that other people have

Those are all standalone projects, that can be done and debugged without 
detailed coordination, and I can provide sample code if anyone wants to get 
started on something.  The artistic bits (designing title pages etc.) 
shouldn't require any programming knowledge.
