I didn't mean to imply that I never use segment level tags as
overrides.  I meant to say that  I never use tags on segments *on
their own*.  I do sometimes (but not that often) put a tag on a
segment to override the corresponding value for the rest of a way.

For example I might mark a way as having retail abutters, but in one
part mark a segment with commercial abutters.

But when editing later it can be difficult to see that this has been
done and splitting and moving nodes can often result in the commercial
section of the road being accidentally moved.  Until the editors
provide better wisiwyg rendering of the data I try to avioud doing
this too much.
