Oh yes you can, for a small area you can use the API.  It's a 
plain HTTP get request that returns the same kind of XML you get 
in the planet.osm dump.  This is enough for a proof of concept.

We're all holding our breath right now for the June dump.  Is 
Steve the only one who can do this?  Is he back from Denmark?
How can we make OSM less dependant on a single person?

With the current explosion of new uses for that dump, I think it 
would be hard to argue against increasing the rate from monthly to 
weekly dumps.  I'd suggest dumps on Thursday evenings, so I can 
print maps on Friday before collecting new tracks in the weekend, 
and editing the map in the early days of the next week.
