Yus.

As part of very sporadic attempts to sketch out a Real Sharealike  
Geodata Licence (no, not specifically for OSM, before anyone gets the  
idea I'm proposing changing the licence) I've been wondering about a  
clause that would expressly permit such derivation to be public domain.
