josm took a little bit to load it here, but it worked fine. And I'm behind a 
squid.
I started with
java -Xmx500m \
	-Dhttp.proxyHost=gw-squid -Dhttp.proxyPort=8888\
	-jar  josm-latest.jar \
	"http://www.openstreetmap.org/index.html?lat=51.996881066926036&lon=-0.7400407800157168&zoom=17"
