I will probably have a go at this (not necessarily all of ox.rb; rather a 
quick script optimised for planet-dumping within a defined bounding box) 
if no-one else does. I'm guessing it will be trivial (query the database 
for nodes, segments and ways within a bounding box, then iterate through 
each row and write out as XML)
