Would every square kilometre of Britain do? (ok, it's only half there at the 
moment...)

It's got pretty good georeferencing (based on OSGB coordinates) and there's a 
size limit of 600px, and they probably won't accept pictures of street-signs, 
but you can search by location and browse nearby pictures or get a montage of 
images in an area...
