[OSM-talk] TIGER Import Restarted

Hi OSM,

This morning I restarted the OSM TIGER import process.  Since Mikel has
kindly cleaned up the Alaska and (partial) Alabama entites which lacked
"highway" keys, I've cued these "A" regions to be imported first.

The process to fix the swapped "highway" and "name" keys is also
finished, so please let me know if you see any swapped ways that were
missed.
