I think the crucial point, as you yourself have noted, is "the vote will be 
open from June 11 onwards".  Everyone had an oportunity to register for 
voting prior to that.  Given that there was only only nomination for each 
post its slightly irrelevant about how long the vote was open for.

If you had registered to vote then you would have been subscribed to the 
vote mailing list.
