The UK must have missed that memo...

Looking at the UK's "Identity Cards Act 2006" (typical law, read them all at 
http://www.opsi.gov.uk/acts.htm), it starts with:

"© Crown Copyright 2006"

Though it does say (and I wonder if this is new, I didn't remember seeing it 
before):

"The legislation contained on this web site ... may be reproduced free of 
charge provided that it is reproduced accurately and that the source and 
copyright status of the material is made evident to users. "
