This covers cases like Deutschland/Germany/Allemagne and 
London/Londres. It also takes care of multilingual countries, such 
as Finland or Quebec, where many places and even streets have 
different names in two official languages.

But I think the most common case we have is where two roads run 
together for a short while, e.g. E18 and E20 near Örebro.  If I 
want to draw E18, I want this part included, and if I want to draw 
E20 I also want this part included.  Maybe long routes should be 
made up from shorter ways, e.g.

* E18 section 1 (primary),
* E18+E20 section 2 (motorway), and
* E18 section 3 (motorway).
