I'm not sure about this one. Surely:
Leeds Road
Wakefield Road
Harrogate Road
Could all be ways in their own right, while the way referenced as "A61"
would incorporate the segments from all of these.
With the method you describe we'd need to either split the larger
component to accomodate the changes for the smaller ones, or we have to
tag the road names at segment level, rather than way level.

It'll be nice to have this one back - can these areas be stored in the
OSM database yet?
