Thought I would sound out the list on this before I commit to the full hog.
Chris Perkins at the University of Manchester kindly scanned the 1911 6-inch
to one mile out-of copyright OS maps for the centre of Manchester that are
in the University's archive.
I stitched the 4 sheets together and imported them into GPS Utility as a
background image.
Calibrated the image scale and position using a bit of data gathered in
Manchester (its close enough for now, next time I would do it better).
Created a new track in GPS Utility by drawing paths between the street
intersections.
Saved the resulting tracklog to a gpx file.
Loaded the GPX file into JOSM and downloaded the existing data (nodes and
segments) from the server.
Adjusted the position of the lines and segments to fit the tracklog.
Added the name data to the segments and ways with reference to both photos
taken in Manchester and the historical map.
So that was the process for a small test area of central Manchester.
As a verification I'd propose to finally upload the gpx log (bear in mind
the timestamps are the time intervals between clicks for trackpoints in GPS
Utility) and provide some documentation in gpx file.
Ideally I would do this directly with JOSM rather than GPS utility and will
be discussing with Imi when he is back.
Obviously the major concern here is misuse of the technique, which of course
is pretty well known anyway. I'm pretty comfortable that what I am using is
free and out of copyright and can document the methodology well enough with
the data to provide traceability.
