I got this problem when trying to make one of the roads on the IoW. I
kept on adding to it, and segments kept on disappearing from it.
Unfortunately I haven't really had time to look into what was causing
the way to lose segments.

Sorry I can't help, but you are not alone (I was also using JOSM).
