Subject: Anouncing SISNeT v3.1


Dear SISNeT user, 

ESA is pleased to anounce the introduction of the new version 3.1 of SISNeT.
This version 3.1 will be available from 31st of May 2006. Users can download
the new SISNeT UID version 3.1 from
http://ravel.esrin.esa.it/docs/egnos/estb/sisnet/uid.htm. Please note that
the current SISNeT service will be interrupted on 29th and 30th of May 2006.


New version 3.1 is similar to the test version 3.0 running on port 7778 for
more than a year now, allowing a smooth transition to version 3.1.Thanks to
this new verion 3.1 of SISNeT, for the first time EGNOS messages from all 3
Geos of EGNOS will be available to the users of SISNeT, at three different
ports. Other major change is the introduction of Carriage Return and Line
Feed terminating characters in the SISNeT messages. This change has been
implemented  as a response to the frequent request of SISNeT users. A
mechanism to retrieve messages already broadcast is now part of SISNeT
version 3.1, allowing dramatically reducing the Time To First Fix (TTFF) to
typically 20-30 seconds (this obviously depends on the employed means to
connect to the Internet). A new optional parameter has been added to the
AUTH command, allowing a combined authentication and quick initialisation of
receivers. Finally, new version 3.1 includes a START/STOP m! echanism, which
avoids having to request SBAS messages one by one, optimising bandwidth
usage considerably. 

>From the 31st of May 2006, the configuration of the ports will be as
follows: 

Port 7777: PRN 120 
Port 7778: PRN 124 
Port 7779: PRN 126 

The IP Address will remain the same: 131.176.49.142 

Note: Although SISNET will be available for the 3 GEOs, it is currently
schedule that only 2 of the EGNOS GEOs (PRN 120 and PRN 126) will be the
formal operational GEOs (incl MT 0/2) from mid July 2006. PRN 124 (ESA
Artemis) will in principle be used for testing. For an update on the
