Don't worry Dan.

Members of the OSMF can vote on who is in control of the money that is
donated to OSMF, that's why there is a need to limit membership.  I do
agree on what you are saying, it's quite important to make it clear
that membership in OSMF is not necessary.

So the site will not have a fee for participating.
