As far as I know, the applet need a 1.4 JRE, so it should be possible to 
tweak it to run with classpath and GCJ or other libre VM.

In the other hand, JOSM extensively use java 1.5 features so it should 
be more difficult at the moment to make it run on completely open 
platform...
