You can borrow out-of-copyright maps (or books) from the library,
scan and publish them, and return the items to the library.
Owning the physical copy has nothing to do with copyright.
However, the library or museum that owns the physical copy can
refuse to lend it. And they can refuse you to bring your camera
into the building (as Swedish museums often do). But this is
based on physical access, not on copyright.
