Why not run the planet.osm export on a offline version. this would
also give consistent planet.osm if the backup is done in a nice way...
;-)

What I mean is
1. backup osm mysql
2. load that backup onto mysql on dev
3. run planet.osm scripts
4. uhm.... profit^w serve it..
