That means to be useful we all have to do all of them:

way highway=<whatever>
way/segment abutters=<whatever>
area landuse=<whatever>

If we don't all do them, then the map can never be said to be complete, even
in a local area, so no one can rely on it for any application.

Sorry to labour this, but I'd like my data to be useful in any application
that may use it according to the documentation.
