Every town with more then 10000 people have thay own enterpice (own
land) to care of town road, using primary, secondary and unclasified
street isnt propriet becouse actual definition is to connect town, not
be in town, also in some case (realy big town) that streets are also
better qulity, and biger, and finaly it have diferent administration,
and speed limit.

Yes, diferent speed limit, diferent type of road, diferent
administration, diferent owner, ...

I know that , it is one way to solve a problem, for sure not a best
way, and not compatible.

When we talk about navigation (I use TomTom right now), system
calculate speed according type of road (Croatia isnt cover with TomTom
standard map). Using primary in town scope system will calculate with
speed limit of 110 km/h , but reality is commplitly diferent , mostly
60 km/h. Also on primary road for sure you dont expect to found tram
line :)
