[OSM-talk] GPX tracing out of copyright maps

I have good scans of the out of copyright 1934 philips road map of London. 
Wonderfully detailed, with road names. This would be suitable for tracing the 
majority of London streets. We can then concentrate on the newer streets. Useful 
for tracing the areas I know still exist. Most of South London was built before 
1934 and appears on the map. Pretty much all the main roads are unchanged. 95% 
of the railway lines are unchanged, and I probably know most of those differences.

Ideally, I would like a method to draw osm points and segments straight onto 
such a map with help from the GPS tracks. Maybe as a layer in Josm.

Any suggestions how best to achieve this?
