Hmm, actually abaondoned is the incorrect term for what i tag.  It should 
really be dismantled, as abandoned inplies it is there and unused, while in 
fact the rail and sleepers have been taken away.

This leaves me with option 2 meaning there would be the railway, abandoned 
and dismantled keys.  I would then tag it dismantled=narrowgauge (or 
whatever).

This works ok, but In making a key It woudl be good to no it can be a group 
that a lot would fit into.  While a lot can fit under abandoned, not so many 
other things would go under dismantled.  Although I suppose thats no reason 
to not allow them to be put there if nessesery.   dismantled=mineshaft or 
dismantled=manor maybe needed...

Ben,

I believe your approach 2 is the best option and the way I have considered
this type of problem previously. It separates out the physical description
(railway=rail) from the administrative (status=abandoned) the latter is
probably not being used right now but it would appear appropriate unless we
have another similar across the board status type key that is in use.
"condition" might be an alternative.
