Sorry, on misreading that, maybe you meant gpsbabel not JOSM?
If that is the case (and it would very much surprise me given that GPX is one
of the standard GPS formats), remember gpsbabel is an open source (GPL I
think) application, so the source code for a version of gpsbabel which
supports GPX will always be available.
