I'm on Windows. I use GPS TrackMaker www.gpstm.com

This is free,and as well as reading from GPS receivers and reading and
writing tracks in lots of different formats (including gpx), it has batch
fle conversion, graphical display of the tracks,and analysis tools - how
fast, how far, timing at each point, editing the raw tracks, automatic track
simplification, loading of map image backgrounds, export straight into
Google Earth and lots more.

Given this exists, I'm not sure it's worth the effort to do this natively in
JOSM. I think any spare effort would be better directed into making JOSM
easier to use (e.g. automating superways if we need them, or autmatically
breaking ways tracks which branch or change direction or are misordered;
more direct creation of Ways - no need for intermediate nodes and segments
(which can be created on the fly); sticky settings for tags so you don't
have to keep selected them; etc etc)

I'll try to remember to put some info about TrackMaker on the Wiki.
