"minor" is a deprecated tag value; originally highway=unclassified was 
class=minor. It shouldn't be used if you want it to appear on renderers.

The key difference in unclassified roads is "highway=unclassified" 
(unclassified but used by through traffic) vs "highway=residential" 
(residential roads not used by through traffic)
