Ok, I've been told that this wording has confused at least two people.

Specifically, if I grab some data from OSM and want to extend a partial
way JOSM will warn about not having all the way data.  If I ignore that
warning and add a segment or two to a way regardless and then upload it,
is that bad?  Does it cause any problems anywhere or is JOSM's warning
just advisory as I had assumed?
