If the annotation preset does only contain <key> tags, no popup message
will be shown at all, so you even don't have to click on Ok. ;-)

When I designed the annotation stuff the first time, I had that in mind as
primary way of choosing like it is done in osmeditor: E.G. You have one
<annotation> entry for every POI in your preset xml.


Someday, customizable toolbars will find its way into JOSM, then I'll make
annotation presets such customizable actions too, so you will finally be
able to fill your toolbar with any quick-presets you like. ;-)
