[OSM-talk] JOSM crash report landsat plugin

Have fixed this for the moment by disabling the landsat option if no map data 
or GPX tracks are downloaded yet. Aim to make this cleverer by downloading 
map data automatically if you request landsat and there isn't currently map 
data present.
