[OSM-talk] Tagging shopping streets

This is why I proposed highway=urban in the proposed tags a couple of weeks
ago.

abutters or landuse=retail are already there, but abutters are part of
segments not ways (and liable for abolition I understand) and landuse
requires additional drawing separate areas.
