I think it depends on the nature of the error. In the assumption that over a
local area, is it sufficient just to translate it, or does it need either a
slight rotation or a distortion to a quadrilateral?

Assuming a translation is all that is needed, I think the most convenient
would be a drag (select the layer and the new tool, press and drag the
image - you'd need to see it drag so you can align it correctly). If that's
hard to implement, the ability to define a from point and a to point and
then have the image move by the vector between the two would do the job.
