Indeed, that seems to be roughly true for the area I'm working on, but I
wasn't sure worldwide.

The area I'm working on has the landsat data offset by about 100m to the
north, if the scale measure under the zoon control in JOSM is correct.

I assume the amount varies unpredictably, or you'd simply fix it to be
correct in the first place.
