I wouldn't take that as evidence there aren't any problems with
copyright, more that most Wikipedia contributors don't understand the
issues with deriving co-ordinates from a copyrighted map.
But, that said, if it's in a separate layer, then (depending on your
interpretation of CC-SA) it may not be a problem anyway.
