There's still just a few of De:, Fr: and Sv: pages (and a Sv. one).
I think most people are waiting namespace before translating or creating
language-specific pages (local tagging scheme for exemple).
You said it needed an access to both a sysop account on the wiki and to
the LocalSettings file directly. Who can do it ? I suppose just Steve
and Nick for the moment, but they may give you temporary rights to do it
if you are comfortable with Wikimedia configuration.
