Geocoding is not compulsory, and the license not guaranteed, but still
seems like Flickr is the best solution. Geocoding & the license are
both settable, so users that want to contribute their photos can then
make sure the photos are geocoded, free license, and then put a tag on
it: "Freemap"

Making your own service is a dark path that will only lead to pain &
suffering. ;) or at the very least slow/stagnant uptake. Using an
already widely used service that meets the needs, and therefore also
allows people with already uploaded pics to just make sure they meet
the criteria on existing photos and tag them, seems great.
