[OSM-talk] SVG symbols wiki page

Ahoy,

After my wee whine I have tried to expand & improve the SVG symbols page so 
it's clearer for newcomers. I'm still not 100% certain about making new 
symbols, so if anyone wants to check for errors and fill in more details 
(such as documenting all of the key/value pairs like dy, transform, etc. or 
pointing to alread-existing docs), that'd be super.
