Having read all of the comments I think that this is a great idea, 
Notify certain people that another user has reached X number of points 
uploaded I'm sure that they can make a quick check to see if it is just 
somebody running up and down a football field or if it is genuine. If it 
is give them a star, it does drive people and make them feel appreciated 
even if it is just something small ( this is something that I discovered 
from my online gaming days). I'm sure that many of the senior people 
would be more than willing to miss out on starts to see the satisfaction 
  and motivation that it gives many others.
